Raising is bad. Uh, I don't mean to be condescending here, but the answer here is 100% call and any other decision is bad -> fairly bad. And it should be fairly obvious as well.

raising here achieves nothing,, unless this guy is an absooolute fish and would call a raise with two pair... the river bet does look like a blocker bet,,, i think you see two pair here faar more then the 15% of the time you need to take down this pot..
