It's a play on the "private" in private joker. Public nuisance is a popular literary phrase, so it works in amusing conjunction with private joker -- especially since the "private" in private joker refers to a military rank, not the state of being guarded or lacking publicity. A double meaning, if you will.

I took on Beetz in one of his crazy Beetz threads and proceeded to bite off more than I could chew. Astro *'d me, which I found mortifying. I got it removed, but that took me permanently off the normal Title Promotion Ladder, such as it is. When I got to Carpal/Tunnel, nothing happened, so I needed a title. DB came up with this one. I think it rolls pretty hard.
