Some Ops like knee and hip replacements do generally have waiting lists although there are targets in place to reduce this, you do have the option to go private if you want, and some people goto other EU countries to jump the queues.

There are issues with the NHS, funding at the moment being part of it, I know the Tories had some ideas of having a partial US style system, personally I think open access is better although I havent studied other healthcare systems. I did work in the NHS for 10 years in Finance so have a bit background on what goes on.

The TV licence is $200 and a bit US equivilent per household can have as many tv's as you like. The BBC has no adverts and is funded through this, this will probably change in the next few years as I think most people accept in this modern digital age this isnt the best way to fund the BBC.

I actually think out lack of adherrence to the constitution is one of our biggest problems. If we followed it strictly, our government would be much better. (Also, it should be noted that the constitution can be changed if there is a problem with it.)
