Default 50NL Flopped flush, board pairs on turn

Villain is 12/9/2 over 200 hands, nothing out of the ordinary, nitty. Think i'm running at 20/16/3ish or thereabouts.

So he floats that board with 22 or 33? With the intention of betting/pushing a non club turn? Seems more likely that he'd raise that flop, or am I wrong?
