Default 99 in BB, uncomfortable stack sizes

Poker Stars
4/180 No Limit Holdem Tournament
Blinds: t100/t200
9 players
Converter

Stack sizes:
UTG: t1905
UTG+1: t11260
MP1: t3455
MP2: t1260
MP3: t2250
CO: t5072
Button: t4785
SB: t2795
Hero: t3460

Pre-flop: (9 players) Hero is BB with 9[img]/images/graemlins/spade.gif[/img] 9[img]/images/graemlins/diamond.gif[/img]
<font color="#cc0000">UTG raises to t400</font>, UTG+1 folds, MP1 calls t400 <font color="aaaaaa">(pot was t700)</font>, 5 folds, <font color="#cc0000">Hero ??</font>

Both villains have been at my table for a while - around 50 hands. UTG is loose/passive. Calls a lot, this is maybe his second or third preflop raise. Caller is also passive and plays too many hands. He hasn't raised preflop yet, but calling raises isn't out of line for him. What to do here, none of calling, folding, raising, or shoving make me happy.

I'm a little suspicious of an UTG min raise. However, unless I know a lot about the player, I'm not going to automatically assume that my 99 is no good. I think it's very likely that 99 is the best hand of the three. I don't want to see a flop OOP against both opponents.

I reraise to 1500 or just shove I guess. Both plays will probably have the same effect.

I hate UTG min raises from passive opponents... often you will be looking at a higher PP.

A shove isn't bad here though. MP will probably fold which means you have 400 dead money in the pot. UTG will probably call your shove. If you lose the hand you will still have 7BB.

A call is also fine IMO. You are getting 5 to 1, enough for set value. If a high card flop comes out you can c/f. If a low flop comes out, you can push (you said he is passive and maybe won't cont bet).
