Who should I talk to? Rakerebatereview appears to not have forums any more, so what's the standard avenue for receiving offers?

There are a few rakeback directories you can check to review offers. Rakeback at Full Tilt is capped at 27% so, you will not find a legit affiliate offering more. This forum is the best place for finding top affiliates.
