Yet again, you speak only in the negative. You are correct to deny that the client would not be responsible for the logic that decides which privileges a well-behaved client has. This is not anything that has been proposed either.

The fact that we can safely assume that access restrictions are handled on the server does not, however, mean that it is impossible for clients to have different levels or privileges. A developers tool could very well bypass all common protocols and have access to all data on the server. An administrative client could very well have more privileges than a common gaming client. And so on.
