Default NL25 TPTK, paired board

Villain is 46/6 after 40 hands. I have no reads on him and he built that stack before I got to the table.

I'm guessing A 46/6 raises with something like 99+, AT+ but what does he limp/call with; 77, 88 and a whole lot of Aces must be in that range so how do we proceed?
