Is there a way to do this? Or find them?

Thanks,

They are in the <username>.dat file.

You can copy the file to the other computer.

It is encoded somehow, so that when you open the file you can scroll down and see all the notes, but you can't tell which notes belong with which player.

Nope. The only way to access a particular player's notes is through the Full Tilt client itself, either while at the table with that player, or by clicking Requests -> Find a Player.
