Default 600 NL : I have the nut flush, why would you raise ?

I'm 19/16/3 standard tag. He is good reg UMDtennis 23/20/3.

I'll post my thoughts after some responses.
Comments on earlier streets welcome.

i raise preflop, i raise that flop, i think he should bet that turn if i have the 6 or a boat but bleh some people check too... as for the river you should probably fold since a boat is perfectly in your range.

i'd fold. he could have K-high flush here some of the time, but most likely you are f-cked since you could easily have a boat here.

Fold. A 23/20 has a VERY wide range opening from the CO so a boat is very much possible and a good player doesn't raise worse here I think. Mayyybe K-flush but rarely.

Why would 33, 66, 99, 86, 96 and KQcc KTcc check the turn, my hand looks like a draw or a small PP mid pair type hand so he should be betting his strong draws because he has FE and he should be betting his boats for when I'm drawing to build a pot. I sur would call a 1/3 to 1/2 pot bet on the turn.
Is my reasoning flawed ?

Your hand looks like a draw
- the draw just completed and you are betting out, pretty stupid if he tries to bluff you off a flush, no?
- would you bet a mid PP here? no, it never gets looked up by worse and rarely folds out better hands.

Are you capable of slowplaying in this spot? Some comments on how villain views you would be helpful.
