Default Pokerstars $200 NL JJ on button

3rd hand at table no reads

utg raises to $8
folded to hero on button with JJ,I call
2 of us to see a T high rainbow uncoordinated flop
$19 in pot villain bets out $10.
hero raises to $30 villain calls
turn is K still no flush draws
villain checks, hero bets $45, villain calls.
river K, villain checks, hero checks

please evaluate all streets.
was a pre flop raise mandatory? did I miss river value bet?

Any reads? There are plenty of people at 200nl that have SUPER tight UTG raising ranges...so that would be a big factor here.

Prelfop 3 bet isn't mandatory....see above.

As played you should only be betting 1 out of 2 of the big streets...which one is debateable.
