Yes, there are no byes. So anyone not in the first 16 reg'd was left out.

while that may be the case, i know that a few hours ago there were only 15 people reg-d.

I'm assuming that if enough people entered during the late registration period to reach 32 total that the other 16 players would then start their matches.
