Default $ 55sp Making good calls

Invented situation 55sp:
UTG 6200 folds.
Button 6000 folds.
SB 1800 push.
Hero 6000 (23o)
You know UTG and Button as players hanging out with you often in 55sp, should make somewhat 5-15% ROI there. SB you have only seen once in a while. He shouldn't make any money over the long time, especially because he doesn't push enough, doesn't call enough on the bubble against small stacks and does call to much on the bubble against big stacks.

A) How high do you need the blinds to call?
A1) 200/400 A2) 300/600 A3) 400/800 A4) 600/1200

B) You hold 10,7o instead, same question. B1-B4?

C) If your answer is: this is a stupid question because it is only a question of his hand range and then starting sngpt, or if you are still interested in my questions:
What do you put him on?

c1) with blinds 200/400
c2) with blinds 300/600
c3) 400/800
c4) 600/1200
