Default problem with the diplay on my monitors

Ive had this comp for 3-4 yrs. now and everything was fine for like 3 yrs. then I had a problem with my monitors where all these fuzzy pixels would pop up on one or both screens, and then eventually my 17" monitor just stopped displaying anything at all no matter what I did with it. These messed up pixels would form a box around the mouse pointer and I could clear the fuzzies by dragging a window over them. I messed around with the dual output wires that came with my video card and found out that only one wire would transmit to my monitors but would only work with my 20" and my 17" would not work at all. I replaced the wires and both of my monitors display now. When I first turn the comp on though these fuzzies appear primarily on my 20" wich is my primary monitor and very small ones appear on my secondary monitor. It only happens for like the first minute or so and then goes away but makes it hard to see anything. Does anyone have a clue what this could be? Im thinking maybe my vidoe card could be messed up or just another crappy output wire, but if u have any idea what this could Id appreciate it if u could help me out.
