if we're blocking this river we generally fold to the raise. i c river and see what he does. i dont know that a pair of 9 is calling here. in fact i dont know anything that we beat calling here (the Q changes nothing). even 2pr on this board would likely just call. i dont think this is a bluff raise often enough to call. but i would c it, or bet/fold.
