actually 99% of cars on the road can run on blends of 10% ethanol and 90% gasoline

and a large and growing number of flex-fuel vehicles can run on up to 85% ethanol. some major models come as flex-fuel vehicles standard.

Don't know about the 99% number but any car in the USA manufactured after 1982 sure can.

IIRC Henry Ford was the ethanol pioneer in the USA sometime in the 1880's.
