What do I do here?
15/30 game thats playing 7 handed
UTG raises, he is a aggro and spastic, but not completely retarded. I get the sense he could prolly play really well if he wanted to, he just doesnt care that much about money and likes making aggresive plays. I definitely dont think hes a winner, but hes prolly not that big a loser. I 3 bet JJ and its folded around to the SB who calls, he is also aggressive. I havent seen a lot of his play, but hes done some stuff that could be called questionable, but i cant tell yet if it's because hes really really good, or slightly bad. BB folds 10sb and the flop is QT4hhx (I have no heart), UTG bets (he could have any pair, any draw even as weak as like 98 or even Ax), I raise, SB 3 bets, UTG folds whats my plan?

it's only slightly important, but did you have a Jh ? I'm calling and evaluating the turn. Obviously J's, 9's,4's and Q's all have some potential in helping you carry on past the turn. And you can maybe discount backdoor hearts as being useful.

Or the turn is non heart K but then river blanks and he bets?

With both flush and straighdraw on flop and a 3bettor who "done some stuff that could be called questionable" I would like to call down unless turn or river destroys it. But it seems that noone agrees with that.
