stars sngs lobby question

always wondered why the $5, $10, $20 & $30 sitngoes on stars spawn a new empty SNG when there is only one entrant whereas the $50s and above wait til the SNG is full to make a new one.

any ideas?

yeah---actually i took a week off cash games and just played SNGs. trying to shake the doomswitch.
