I want to take a part of a song and make it into a ring tone. Can someone tell me how i can do this and or what program is needed?

depends on the phone... Motorola has "Motorola Phone Tools"(allows you to upload/download custom content to your phone) which either came with your phone or you'll have to pay $30-$40 for... you'll also need a usb cable that can hook up to your phone... I was able to use these to upload custom stuff to my Razr but I'm not sure about other phones.
