Default ValueTown with Straight Flush HU

Villian is unknown, never played him before. Hes been playing very tight and limping a lot of his buttons. Plays pretty nitty from what I can tell. He has taken very passive lines with non nut flushes 3 times so far. He flopped an 9 hi flush and checked behind on the flop, turn and just called a min bet from me on the river. Later he checked behind on the flop with a flush draw then checked behind again on the turn when it hit and then vbet the river. I highly doubt he has many moves, but it still early in the match at this point. Most of the match has been bet/folding or check calling, this is the first hand that we've butted heads in.

Hero ???

Whats a good line to extract value from this player on the turn/river?

Bet $26 on the turn (making the pot $88 if he calls and basically leaving him a PSB on the river). If he just calls and the board doesn't pair, time down a bit and shove the river. If he calls and the board does pair, consider value-betting if you think he'll call pretty wide, otherwise you lose nothing by going for a check-shove since he will likely bet all his boats and some 'bluffs' (two pair that missed it's boat, bad flushes).

Lettimg him check behind on this turn is bad most of the time.

my immediate thought was $20 here - you price him in nicely if he has a set, it looks like a blocker bet with maybe AAxx and if hes got the K flush here he has to repot. if the board pairs in the river i like a real weak lead, maybe around 1/4 of the pot
