No bug, he ran bad at lower stakes and ran hot at higher stakes. Nothing wrong here.

For example:

play 1000 hands at 25NL, run at 2 ptbb/100 but run at 6 ptbb equity adjusted:
- win $10
- adjusted $30

play 1000 hands at 50NL, run at 4 ptbb but 2 ptbb adjusted:
- win $40
- adjusted $20

total winnings $50, total adjusted also $50
but: total ptbb run = (2+4)/2 = 3, while total ptbb equity adjusted = (6+2)/2 = 4
