Default NL 50 flopped flush, river pairs board

Villain is a 17/7.14/0.85 passive, fishy calling station type of genius after almost 700 hands. I guess his possible holdings are sets, a higher flush and AJ+ after calling the flop and turn, really don't think he could have A4/A5. Any value in betting the river? Would even a guy this passive check the river after completing the boat?

He could certainly check a FH. He could even call down with 2p+ till river but also with a lot worse. I make a valuebet of 15, and call a shove. I wouldn't shove river, because you need value from worse hands on this river, and you may fold out hands that you beat if you shove.

Def make a value bet on river. Set/2pair would have raised at some point.
