Villian is really donkish

My notes on him: "donk - Bluffed with a hand with showdown value in position on river ?!."

And his stats are 48/12/1.0 over 120 hands cc is 6.7%

And river was a insta shove.

Fold this river. Bet/fold the turn always against this villain.

Turn is good. Instafold the river.. that's donkspeak for "I have 9T" or "I have a J and I think that's the nuts because I'm stupid".

Would he bluff a busted FD here?

If you had seen him do something similar as a bluff before I think it could be possible to call, but this river overbet is really fishy. I fold and don't think too much about it

Why are we checking the turn again? On this board it seems like a donkish villain can have all sorts of hands that don't include a 9 but might call one more street.

Because villain is not very aggro I feel betting the turn is the best play by far. There are many hands in this range that we beat and that he's likely calling a bet on the turn with. JJ, TT, 7x, 8x, any T, probably any 6 and fewer hands that beats us. Since he's passive we also do not risk folding the best hand to a turn raise as he will almost never bluff in this spot, and when we check behind he will not bluff a weaker hand on the river that would otherwise had folded to our turn bet.
