Default Need help figuring out an old hip house song.

Back around 1990, when I used to go out to dance clubs every weekend, there was this one hip house song that everyone used to freak out to. We called the song "Blackout", which may very well have been the name, but for the life of me, I can't find it ANYWHERE now. Best decription I can give is that is has a VERY similar sound to the song "French Kiss" by Lil' Louis, ( I think LL actually ripped this song off). It isn't rap at all, and the only speaking in it is a godlike voice saying things like, " The lights go on, the lights go off, BLACKOUT is here!" and it would speed up and slow down its repetitive beat. I think it also said " It took god 7 days to build the earth; how many days do you think it would take to DESTROY IT!" and other ominous stuff. If someone could come up with the title, and more importantly, the artist for me, I will be enternally grateful.

Looking thru Google, Lil' Louis also did a song called Blackout around the same time as French Kiss, http://www.discogs.com/artist/Lil'+Louis
