This is "techinically" a foul though right?

I know that they hardly call this anymore, but it is a foul right? I wasn't super surprised, but when it happened, I thought there was a chance they call it.

What is the rule on this these days? I don't keep up on all the changes...

If there is a foul it would be on Kirilenko. You can see he's under the basket, so that's the restricted zone.
