It is probably a mistake to pat with 9-7-x-x-2 in CO's spot, you should only pat a 9 if you're rough. Even if we can catch an 8 to win, we still have to beat the other two drawers, at least one of which probably has a better hand. Also, in small stakes triple draw games, I find that people rarely will pat light in a multiway pot.

Also, the fact that that the CO capped means more than it should. This is usually a big hand, in this case a smooth 7 draw.
