Default 3-- Two Pocket Pair Folds PreFlop

H1. PokerStars No-Limit Hold'em Tourney, Big Blind is t200 (7 handed)

Raiser has been pretty loose and aggressive 38/14. I took his small stack into consideration. I wouldn't collect enough if I made a set. Good fold, right?

MP1 (t1480)
MP2 (t1890)
CO (t2235)
Hero (t3105)
SB (t2645)
BB (t1630)
UTG (t2015)

Preflop: Hero is Button with 3[img]/images/graemlins/diamond.gif[/img], 3[img]/images/graemlins/club.gif[/img].
UTG calls t200, <font color="#CC3333">MP1 raises to t400</font>, <font color="#666666">5 folds</font>

Villain is very tight and this is the first time he's gone all-in. He's made a normal raise 2-3 times so far. Fold is good, no? If I had a stack about half my size, would this be more of a call?
