People like Lil Wayne because-

1) He's put out a ton of material lately
2) He has a lot of swagger
3) The rap music you hear on the radio or MTV or BET is at an all time low which makes him look good by comparison
4)A lot of his punchlines make you hit rewind and laugh and the orignality of what he just said

In reality he's a complete swagger jacker of a swagger jacker (jay-Z) and while he may be the "hottest" out (in that he's the most popular and in demand rapper) he shouldn't be considered top 10 MC's out right now skills wise.
