This graph tells us nothing about how he runs. We know he sucks at poker. The lucktab tells us whether he runs bad or not - post that.

Yes it can be. Just like a random 10% sample size of the chicks
i have sexed in my life were 9's. That doesnt make it a [censored] true average.
