I guess static is the right word. I mean when surfing the web or downloading music. Not noticeable when playing poker though.

Check to make sure it's the speakers' fault. (I bet it is.) Just plug some headphones in, and see if you can recreate the sound. It's possible the static is coming from your soundcard, and not the speakers.

check the connections going into the back of your speakers if you can, this could be a sign that they are coming loose.

This is probably caused from interference in the computer itself. Integrating sound into chipset has only made the problem worse as now the interference comes from the chip that is handling the sound. On a laptop you're pretty screwed. If the laptop has SPDIF you can use that, but the equipment to hook up to that isn't common.
