Villain is 23/10/1.4 over about 150. Multitabler. Hero is playing tight and a little passive. Our only history is hand where he raised UTG with 99 and I called down his half pot bets with 77 on a T high board.

I think fold, this is assuming the player is passive and somewhat uncreative

Your beat, but its almost 3-1 assuming all the money goes in. If he has 100 more or less it would make it easier. If he was semi bluffing i think he goes allin, so i would skew his range toward a made hand. I actually dont know what hand would make that bet, because a made hand should try to look like a semi bluff and go allin too. There is a good chance he has an overpair, but i still dont think your winning the necessary 1 out of 4 here to make this a good shove. I dont think a call is bad either, without reads i call about 70% of the time here but because he is tight and passive id save your money.
