Probably Michael Bennett. His fastest 100m is supposedly 9.91, which would have been a WR as recently as 1991. He was supposedly clocked at at 4.13 in the 40 at his pro day.

Is Bennett supposed to still be fast? I guess I never saw him in a open-field race situation with the Chiefs.

He is 29 and has had a ton of injuries, and he plays RB. I'm sure hes "fast", but I'd be shocked if his 40 times now came close to the numbers he put up 8 years ago.

I know it's been said before - but Reggie Bush, Hester, et al are probably nowhere close to the NFL's fastest straight-line player - what makes them seem so fast is their ridiculous amount of lateral thrust as well as knowing how to exploit angles, thus making every defender look like a JV player and giving them ability to put many a LB on skates. Speaking of which - Selvin Young is crazy fast for the Broncos.
