Rasing is never an option here?

True...I call and actually expect to win a decent amount (at least 40%)

Why on earth would you raise? This is the worst spot in all of the world to raise.

You have to call here. It almost doesn't matter if it's a -EV play, because if you fold this kind of hand on the river, you're just asking to get bluffed again on later hands. He risks $400 to win $1550 if it's a bluff, and he will be getting better odds in future pots. You don't want people making plays at you like this, especially on earlier streets when it can be more effective. Call him down in hads like this to discourage people from bluffing you off too many hands.

I'm not sure why you need to vomit. If you are going to value bet TT on the river, you need some portion of the reasoning to be that you will snap off craise bluffs. If the guy can't craise bluff, I'm not sure you have a bet here. Your hand is just too well defined given where he opened from and you 3betting preflop knowing that he's a good player, him knowing that you know, etc.

It's either check behind on the river, or value bet with the intention of calling his c/r. Any other river line is total spew and -EV.
