You shouldn't be focusing solely on the o/u record, you also need to know what the actual total average was.
Using Pinny's lines, the average total this year is 40.65. If the average total was higer than this in those years then you can now say the market has probably corrected, you have no edge, and you're asking for a bloodbath betting all unders.

I also believe there were some NFL rules changes, but not going to post opinion on how that may/not affect scoring.

Here is what my data base shows (Yr/Ov/Un):
'96 2-13 '97 11-4 '98 7-7-1 '99 8-7 '00 5-10 '01 5-10 '02 12-4 '03 7-9 '04 7-9 '05 6-9-1 '06 4-11-1 74-93-3. Looks good but it only comes out to a little over 1 unit/yr. While looking at this I noticed road dogs were 8-0 last year in week 1. BTW, I highly recommend a program called 'NFL Ferret'. It is worth the price for the database alone.
