It wouldn't have been a good idea even if Turkey didn't care because it was a complete waste of time. It is not what congress should be doing, by any interpretation of the role of congress. The taxpayers should be refunded for this ridiculous waste of time and money.

Surprise, the motivation for it is political! (very cynical politics, imo)
Bush is very against it for obvious reasons, but since it is only a non-binding congressional resolution, it doesn't need his signature and he can't veto it. He has no control over it.
