I think uncapped tables is the answer. If I was a fish I wouldn't be playing a guy sitting at a million tables - I'd play the guy sitting at one. This would in effect self-regulate the amount of tables.

I would say that it's good form to boot somebody off a table if they won't play you, but not to camp more tables than you could possibly play to try and force people to play you.

If I see someone I know is better than me playing at like 7 tables and sitting alone on another table, I will generally play them. Don't know why anyone would do differently.

The problem as I can see it is this:

-Choice is good, for everyone, good and bad players alike. People should be free to choose who they play.
-We don't want 1 person monopolising all the empty tables
-We don't want hundreds of tables full of nits refusing to play other nits.

The simplest solution I can think of is that each person is only allowed to sit at only one *empty* table only. You can have ten HU games going if you like, but you can only be waiting for a new challenger at one table, and one table only. This is absolutely fair and democratic, and solves all the above problems.

This could be solved through software, or it could be an agreement until then.

so say you are playing 2tables bust both opponents who both leave, now you get booted from a table?

maybe, maybe not... but to keep in line with the "one man, one table" principle you should get booted from the second table. In this way, when some random recreational player fancies a heads up game, everybody has an equal chance.

just throwing the idea out there really, i'm sure there are other issues.
