I also think he value bets most of the hands that are ahead of you, especially with that river card where he will not expect you to value bet light considering your turn call.

Have you ever taken this line as a bluff in a hand vs him? Do you have a reason to beleive he can think you are bluffing? I think if the answer do those is no, then you should check, though I have never played w/ serb, or at least it has been over a year.

Just a hypothetical, do you shove in this spot if you're OOP?
I'd assume anyone playing 200/400 is capable of making a huge bluff on that river, but wouldn't c/f be stronger than c/c?
