I hadn't had any kinds of problems with Neteller before, little did I know. Anyways I solved the matter by transfering Stars $ to a friends account who withdrew it to his Neteller, moved it to my brothers Neteller who withdrew the cash and will ship it to my bank account immediately when he gets it. Lolz.
