We actually did what you describe for the earlier Limit Hold'em and Omaha H/L events. We tried it out in some "Proving Ground" events and then went forward based on the feedback we received from the players. That particular change, which only affects the first few levels, wasn't put into the HORSE event, as you have noticed. Perhaps next year it will - we'll be evaluating post-WCOOP feedback in great detail, of course.
