3bet the flop, call and turn weak lead/call push, and crai turn is all fine

this just seems terrible

I think preflop is fine. I like a bigger bet on the flop though (on this dry board, he has a hand or he hasn't, if he has he will call a $50 bet as fast as a $38 bet, and since you expect to have the best hand more often than not, you should go for the bigger bet. It also makes it harder for him to raise you if he is a small ball player (given the minraise, it seems like he is one of them).
You believe the only hand he can possibly have is TT because you're scared of his low AF factor. His stats and his way of playing show how big of a fish he is. A fish would play AT exactly the same way, minraising the flop holding TPTK, then betting low on the turn fearing an overpair, but not willing to give up. He could even have a flush draw here. Fish are pretty unpredictable in that they have no clue what they are doing, and because of that, you also have no clue what their actions mean. That's why you should be willing to play big pots with them when you have great hands as often as possible. Stick it in there!
If you really feel beat, then just call, but please don't fold! You have such good odds, and the river is pretty easy to play : he looks like the kind of guy who doesn't like to bet a lot, which means that if he fires again on the river, you'll have great pot odds to justify calling and find out what he had (then don't forget to take notes of his play!), and if he bets close to the pot or even AI, then you know you're beat for sure. As played you can't fold now and definitely need to re-evaluate river, I think.
