Default Dead money

Say you're UTG in a decent 6max game, there's a few loose fishy types and a couple of good TAGs.

The fishy guy in CO reposts his blinds, so there's an extra small and big blind on the table as dead money.

You look down at K9s, do you raise? For extra credits - what would you need to raise here?

Edit: extra info if it's needed. Most of these players don't know you (unless they play other skins under different names) and will see you as fairly tag at 23/13/1 due to pretty poor cards so far.

I would open up a lot here. Maybe to somewhere around my CO range.
