Default Preflop donkey\'s range

While playing 25NL y see that people with vpip > 40 is calling raises from me with ANY garbage, like Q3o and worst, 83o is part of their range and I'm getting used to it after 15K hands. They are also capable of calling a cont bet in a board K87 with Q4, and lots of the times I cont bet with AK, then get called, check turn and they river their 4. If I check and they have ANY pair they bet.
So what I thought was that I should only cont bet with AT+ in position and with AK+ without position, their range is very wide, like really any two cards, but I think that not betting at least with position is bad because most of the time they wont hit the flop. I also think that maybe without position we shouldn't bet because they most likely float the flop with rag and then bet the turn.
Is this wrong in any way? Could you develop some other thoughts?
BTW im wining at 25NL and at 50NL, at 25NL y play 29/15 and at 50NL 25/14, maybe I should play tighter at 25NL and little bit looser at 50NL (6max)
