That's Man in the High Castle, which I still don't completely understand. A good one that I think is only in mass market paperback is Clans of the Alphane Moon. Great fun if you've ever studied psychology: Everyone leaves the moon but an insane asylum is left behind. The people in it expand and group together via their different mental illnesses, and other than that I don't remember much because I read it about 10 years ago.
