If the two limpers are like 100% VPIP then yes you could raise for value. But in most games I don't think you have a value raise preflop.

Ok, ideally you fold the blinds. You isolate the two fish who have limped in with 44, T9, 89s or whatever. The villain with a small PP is not going to hit a set the vast majority of the time. The two limpers are only hitting the board 33% of the time with their split pairs and 10-12% of the time with their draws. Most common scenario, check-check-bet-fold. If you miss the flop and its bet-call or check-bet, or bet-raise, thats where you need to know how to play post-flop.
