Raising is the worst option here. Call and re-evaluate the turn. If you raise it up his calling range will have you crushed, unless villain is very very bad. Your hand is pretty face up as 99-JJ, by raising you let him play pretty much perfectly against TT.

This is also massively dependent on you image, and how the SB thinks, if you are playing 30/20 your decision is different to if you are running 17/10 - assuming villain thinks.

what tanky said... raising is burning money imo. vs an unknown i call and fold to further action on turn
