i think its heavily weighted towards GPA/SATs, although they also consider difficulty of class schedule and activities/essays. as for question #2, i think admission committees in the UC have dozens of thousands of applicants - they dont have time to consider individual professors.

1.) Definitely, especially in schoosl where the GPAs an SAts of applicant are usually bunched within a range.
2.) No. They have a rating of your school but not your profs.
