min-raise usually indicates monster or huge draw. since there's no real draw there, he probably has a monster.

i cant believe nobody has said this yet, but it is very possible your opponent had a set of 9's. some people will call a small bet if their pocket pair is over 2 of the cards, even though it is below 1.
