sprint has a "family locator" feature that you can use to track where your kids are... it isn't that great but it works more or less

My daughter is 9 and is already asking for a cell phone. She will most certainly get one as a teenager, and I'll pay the extra coupla bucks for family locater functions.

fwiw on sprint's sanyos (and possibly many other phones from other mfr's, but sanyo for sure) you can set the phone to only accept/make calls to/from certain preset numbers, plus add the family locator, that's not a bad way of keeping the bill in line and watching out for what she's doing
