Assuming he would 3-bet many Kings preflop, I would just do the math on the pot odds and either call or fold. Raising is a mistake in my opinion.

3 bet bluffing the river seems crazy... No way in hell would I cap here ever. I probably wouldn't raise either, but maybe.
