Enough stack to raise?

Villain (standard passive fish) limps co. And hero raises with 68s otb. How much does villain need to have for this to be profitable?

when villian has 25BB's or less I start paying attention to it and may not raise. At like 18 or less I guess I'm usually not raising a hand like that.
